According to the World Nuclear Association's website regarding Small Nuclear Power Reactors:
"SMR development is proceeding in Western countries with a lot of private investment, including small companies. The involvement of these new investors indicates a profound shift taking place from government-led and -funded nuclear R&D to that led by the private sector and people with strong entrepreneurial goals, often linked to a social purpose. That purpose is often deployment of affordable clean energy, without carbon dioxide emissions."

Donald Hoffman

President & CEO ,

Donald R. Hoffman has a Bachelor of Science degree in Nuclear Engineering and Science, and a Master of Science Degree in Management and Leadership. 


He served in the US Nuclear Submarine Navy as a Senior Reactor Operator and Engineering Officer from 1970 – 1979.  


He was the Manager in the Nuclear Regulatory Commission’s Licensing and Technical Specifications Division reviewing License Applications and Technical Specifications for the 26 nuclear plants that were licensed in the US post TMI from 1980 – 1985.  


Donald founded EXCEL SERVICES CORPORATION (hereinafter EXCEL) in 1985, a global nuclear engineering consulting company. In the thirty-seven years since the formation of the company, EXCEL has become globally recognized as the premier supplier of licensing, regulatory, engineering, technical, operations and critical infrastructure services to nuclear facilities worldwide.


He has pioneered multiple initiatives that have led the enhanced safety and improved performance of reactor plants globally.


He is the President/Chair of the International Nuclear Energy Academy, a global organization of the greatest minds in nuclear energy and

has served as Executive Advisor to Government and Industry Leaders.   


Donald is a Past President and Fellow of the American Nuclear Society (ANS) and a past member of the ANS’s Board of Directors.  At ANS, he held every major leadership office and was chair of many of the organization’s committees.

David Winks, Physicist

Managing Director, AquSight

David is a Physicist with additional studies in Electrical, and Mechanical Engineering. His work focuses on cyber, physical, and electromagnetic resilience for critical infrastructure. David’s expertise includes nuclear power, renewable energy, microgrids, satellite, cellular, and fiber communications, high power microwave, electronic warfare, advanced materials, edge computing, and active cyber defense. 


He has provided guidance for InfraGard’s National Disaster Resilience Council, the Department of Defense, the Department of Homeland Security’s Resilient Power Working Group, and the San Antonio (Texas) Electromagnetic Defense Initiative. He has authored “Protecting the U.S. Grid Communications from EMP” and is a contributing author and co-editor of InfraGard’s “Powering Through, Building Critical Infrastructure Resilience”.


David  earned a bachelor’s degree in physics from the University of Lynchburg, graduating cum laude. He took up supplemental coursework in electrical and mechanical engineering at Virginia Tech.  He has served in his current role at AcquSight for more than a decade, according to his LinkedIn profile

K. Jack Kooyoomjian, Ph.D. 

PWC100 Former President and "Jack" of all trades!

Dr. Kooyoomjian was employed as an Environmental Engineer with the US EPA Headquarters Office in Washington, DC from 1974 to 2013 (40 years).  He has served in the Office of Solid Waste’s Hazardous Waste Management Division documenting cases of improper disposal of hazardous waste and leading to the passage of the Resource Conservation and Recovery Act (RCRA) in 1976, requiring manifests for tracking “Cradle to Grave” of hazardous waste from manufacture to disposal.  


Dr. Kooyoomjian served 24 years in the Office of the EPA Administrator on the Science Advisory Board staff as a Designated Federal Officer (DFO) for the Environmental Engineering Committee, Drinking Water Committee, Clean Air Compliance and Analysis Council, the Radiation Advisory Committee & other assignments providing science & engineering advice directly to the EPA Administrator from these committees. 


Dr. Kooyoomjian is a lifetime member of the Water Environment Federation (WEF), a professional organization composed of 35,000 water & wastewater professionals with over 75 member associations (MAs) world-wide. He has served as a Director of WEF, & is Past President & currently serves as an At-Large Board member of the Federal Water Quality Association (FWQA), a MA of the WEF.  


He currently serves as a Technical Newsletter contributor & Chair of FWQA’s Government Affairs Committee.  In this capacity the FWQA, through the WEF, wrote white papers which were submitted to the House Public Works Committee recommending establishment of the Chesapeake Bay Preservation Act, & also recommending the permanent establishment of the Chesapeake Bay Preservation Act.


Here in Prince William County, Dr. Kooyoomjian is President of the Lake Ridge-Occoquan-Coles Civic Association (LOCCA), & is the Occoquan Magisterial District Representative since 1995 on the Pr. Wm. County Service Authority (PWCSA), having served 2 years each as Vice-Chair as well as Chairman.  


He has served on the Citizen’s Advisory Committee (CAC) for the Comprehensive Land Use Plan for Prince William County recommending 100% reserve capacity for tile fields in PWC and served on the first Citizens Taskforce reviewing the first RCRA Groundwater Protection Permit for the IBM facility in PWC to remediate GW contamination from the IBM facility.  


He has served on the MIDCO Citizen’s Committee recommending the establishment of an Overlay Protection Area around the Occoquan Reservoir, & has served on the Board of the PWCA.  The Occoquan Reservoir Protection Overlay was adopted in the 2022 Comprehensive Land-Use Plan.   


Jack holds a B.S in Mechanical Engineering from the University of Massachusetts (Amherst), an M.S. in Management Science and a Ph.D. in Bio-Environmental Engineering with a dual major in Economics from Rensselaer Polytechnic Institute (RPI) in Troy, NY

Robert Hartwell,

Rob Hartwell is a native of Alexandria, Virginia and now lives in Belmont Bay in Prince William County Virginia.   A former Chief of Staff to Reps. Dick Schulze (R-PA) and Nick Smith (R-MI), Hartwell also worked for Reps. Mike Oxley (R-OH) and Mac Sweeney (R-TX).  As Chief of Staff for Schulze, he was an Associate Staff Member of the Committee on Ways and Means where he orchestrated billions of dollars in tax legislation.   His first legislative effort working for Rep. Oxley involved working to help improve the Superfund program in the House Energy and Commerce Committee.  


Since 2001, Rob has served as President of Hartwell Capitol Consulting, a full-service lobbying, business development and technology development firm, and has conducted business here and abroad in the Middle East, Europe, Africa  and Asia.   He has been widely published, appeared on dozens of talk radio programs and television news programs, and is an expert on health care, energy, environmental policy, tax policy, defense and the U.S. Congress.


Rob currently represents leading energy technologies, including technologies that can convert liquid fuels and flare gas into substitute natural gas, either eliminating or reducing emissions by 80-% or more.
