Donald Kochan is Professor of Law at the Antonin Scalia Law School at George Mason University, where he teaches, among other subjects, state constitutional law. Professor Kochan is an elected member of the American Law Institute (ALI). Professor Kochan is a Nonresident Scholar at the Center for the Constitution at Georgetown University Law Center, where he was a Visiting Scholar in residence during Fall 2018. His forthcoming book, Framing the Constitution: The Impact of Labels on Constitutional Interpretation, is slated for publication by Cambridge University Press.
Susan T. Muskett, J.D., is a veteran of the pro-life movement. She served as Senior Legislative Counsel for the National Right to Life Committee, but most recently has lobbied the Virginia General Assembly on behalf of prolife and profamily legislation.
Ms. Muskett graduated with honors from Georgetown University and received her law degree from the University of Notre Dame Law School.
For over five years, Susan Muskett was an attorney with the U.S. Commission onCivil Rights, where she primarily focused on the rights of Latinos, Native Americans, and infants with disabilities.
Kenneth T. Cuccinelli II is an attorney and former public official with extensive experience in Virginia and federal government. He served as Attorney General of Virginia from 2010 to 2014 and previously represented Fairfax County in the Virginia Senate. At the federal level, he held senior leadership roles at the U.S. Department of Homeland Security from 2019 to 2021, including Acting Director of U.S. Citizenship and Immigration Services and Senior Official performing the duties of Deputy Secretary of Homeland Security. Cuccinelli is a graduate of the University of Virginia and George Mason University.
