I'm Frances Robin, a visionary leader dedicated to empowering women, healing families, and building resilient communities. Born in Dominica, my journey bridges cultures and transforms lives.
As the founder of the Virginia Women and Family Support Center, Carried To Full Term Maternal Health Program, and Awakening The Warriors, I create safe spaces where women rediscover their strength, reclaim their independence and dignity. My approach is holistic, addressing immediate needs while fostering long-term independence and healing.
My mission is rooted in faith. My passion is inspired by my grandmother's love, my mother's steadfastness, and the values of my Caribbean upbringing. I believe in the power of community, education, and storytelling to break the cycles of trauma and homelessness.
Twenty years of leadership and management experience with documented success in health service management, emergency medical planning, human resource management, training and development and impacting change within organizations. I’m interested in establishing, developing and maintaining effective policies and measurable return on investment in support of diversity and organizations effectiveness programs.
Alex Vanegas is a highly motivated and purpose driven public servant leader bringing a diverse blend of educational and practical experience along with the skills to navigate challenges of the ever-evolving regulatory and technological landscapes, constrained financial resources, and the expectations of a broad array of stakeholders. Additional background includes:
• Seasoned leader in local government with experience serving on committees and appointed boards across Fairfax and Prince William Counties, the City of Manassas, Northern Virginia regional task forces, and the Washington Metropolitan Council of Governments.
• Extensive knowledge of local, state, and federal regulatory frameworks, as well as the complex technical issues confronting the public sector.
• Unique perspective on intergovernmental dynamics, having served both as a board member for two organizations with combined annual budgets of approximately $1 billion and as a senior staff member reporting to utility commissions and municipal councils.
• Strong fiscal management experience, including working with Virginia Resource Authority and USDA Rural Development loans, DEQ and DCR grants, and managing Enterprise Funds.
• Robust academic foundation with a Master’s in Urban & Environmental Planning from the University of Virginia, a Master’s in Organizational Management/Executive Leadership Coaching, and certification as a Certified Public Manager through George Washington University and a Change Management Specialist (CMS)® Certification.

Steve Liga is the Owner of Liga Consulting & Training, a company that provides consultation and training based on his extensive skills and expertise in non-profit management, strategic vision/planning, addiction prevention and policy, program development and evaluation. He has over 30 years of experience in the field of social services, 25 of which he spent as a CEO of various non-profit organizations. Mr. Liga's volunteer service has included positions on many nonprofit boards of directors, such as the Zero Abuse Project where he is currently Vice Chair. He holds multiple credentials, including licensed master social worker (LMSW), licensed substance abuse treatment professional (LSATP), certified prevention specialist (CPS), and clinical supervisor (CCS).
Mr. Liga's mission is to help non-profit organizations improve their performance, impact, and sustainability by offering them customized solutions and guidance. He specializes in non-profit governance, policy advocacy, storytelling, and board development. He has a proven track record of increasing budgets, launching new programs, and improving efficiencies for his clients and former employers. He has also been a respected resource for media outlets and a frequent speaker at conferences and workshops. As an adjunct faculty at Rutgers University, he created an Addiction Prevention Certificate Program. He is passionate about improving the health and well-being of the communities he serves, especially the medically underserved, the hungry, and the victims of interpersonal violence.
